In I General Introduction we first try to provide a smooth transition to the previous version of this A4 hardback .

1 ."We have concentrated completely on The European Constitution Crisis" is to some extend obsolete . Following various
    imputes we received we now have -among other things- added Addendum I +II .

3. The considerable pressure to publish our earlier announced Beta-version has resulted in the present situation of various
